Public Notice
In accordance with Tennessee Code Annotated §68-211-701 (“Jackson Law”), SEI Waste, located at 5027 W. Andrew Johnson Highway, Morristown, Tennessee 37814, is requesting approval to construct and operate a Class III Solid Waste Disposal Facility (landfill) on approximately 66 acres of property located off State Route 160 in the Lowland area of Hamblen County.
The subject property is identified as Hamblen County Tax Map 059, Parcels 009.00 and 009.05, and is located adjacent to an existing Class I landfill. The property is zoned A-1 (Industrial).
The Hamblen County Legislative Body (County Commission), meeting at the Hamblen County Courthouse, 511 W. 2nd North Street, Morristown, Tennessee 37814, will make a final determination to approve or disapprove this request during its regularly scheduled meeting at 5:00 p.m. on May 21, 2026, in the Large Courtroom.
The vote on this matter was postponed at the April 13, 2026 committee meeting and was not acted upon at the April 23, 2026 Commission meeting.
Final permitting authority rests with the Tennessee Department of Environment and Conservation (TDEC), Division of Solid Waste Management; the timeline for that determination is not currently known.
Type of Landfill and Operation
The proposed Class III landfill is intended for the disposal of farming waste, landscaping and land-clearing waste, construction and demolition debris, shredded automotive tires, and other similar non-hazardous solid wastes as approved by TDEC. All waste handling, placement, compaction, and cover activities will be conducted in accordance with applicable state regulations.
