PUBLIC NOTICE OF PUBLIC HEARING
The Hamblen County Legislative Body will proceed with the scheduled Public Hearing on April 23, 2026, as originally noticed April 4, 2026, to consider a request submitted by Kenny Noah, 5027 W. Andrew Johnson Highway, Morristown, TN 37814 to operate a Class III Solid Waste Disposal Facility on property located off SR 160 in the Lowland Area identified as Tax Map 059, Parcels 009.00 and 009.05. During the regularly scheduled Committee Meeting , April 13, 2026, the Calendar and Rules Committee voted to remove from the Regular Calendar Item #4-Public Hearing and Item #5 Vote Request to Operate Class III Landfill.
Item #4 -Public Hearing, will be added back to the Regular Calendar by the Hamblen County Legislative body at the County Commission Meeting on April 23, 2026. Item #5 -Vote- will remain removed from the Regular Calendar. The final decision and vote will be taken at the May 21, 2026, Commission Meeting. A public hearing will be held by the Hamblen County Legislative Body to consider a request submitted by SEI Waste, Kenny Noah, 5027 W. Andrew Johnson Highway, Morristown, TN 37814, to operate a Class III Solid Waste Disposal Facility on approximately 66 acres of property located off SR 160 in the Lowland Area, identified as Hamblen County Tax Map 059, Parcels 009.00 and 009.05.
This notice is provided following publication of the initial public notice dated February 27, 2026, and in response to a written request for a public hearing received during the statutory comment period.
The public hearing will be held on April 23, 2026, at 5:00 p.m., during the regularly scheduled Commission Meeting, in the Large Courtroom of the Hamblen County Courthouse, 511 W. 2nd North Street, Morristown, Tennessee. The matter will be heard as part of the regular agenda being Item #4 on the Regular Calendar. Anyone wishing to speak will be allotted three (3) minutes.
The proposed Class III landfill is intended for the disposal of farming waste, landscaping and land clearing waste, construction and demolition debris, shredded automotive tires, and other similar non-hazardous solid wastes as approved by the Tennessee Department of Environment and Conservation (TDEC), Division of Solid Waste Management. All waste placement, compaction, and cover activities shall be conducted in compliance with applicable state and regulatory requirements.
Statement of issues raised by requesting party: Concerns regarding existing landfill capacity within Hamblen County, site access, and potential financial impacts to existing public landfill operations.
