The Hamblen County Highway Department is seeking applicants for a full-time/40 hours per
week position as Highway Purchasing Agent.
Nature of Work
This position is responsible for administrative and accounting work involving the purchasing
and contracting of services, supplies, materials and equipment for the Hamblen County Highway
and Garbage Department. Activities associated with the job include preparing purchase orders
and matching them with invoices for payment, reviewing invoices, refunds, credits, etc. for
accuracy and maintaining files of vendors, specifications, and contracts.
Additional activities include assisting with determining future purchasing and contracting needs,
ensuring that all highway and garbage operations are following existing budgets and established
purchasing policies and procedures and performing a variety of administrative tasks to assist
with departmental operations.
Job related duties require considerable knowledge and experience performing a variety of
administrative and accounting functions, strong organizational, interpersonal, and decision-
making skills, dedicated attention to detail and considerable knowledge of commonly utilized
computer programs including database management, word processing and spreadsheet
applications.
Job performance is evaluated by the Highway Superintendent. Job related duties are also subject
to state audits.
Illustrative Examples of Work
- Prepares the purchasing department portion of accounts payable, matches invoices to purchase
orders, and verifies totals and account codes. - Assists supervisors with determining current and future purchasing and contracting needs and
notifies them in the event of any procurement problems or concerns. - Reviews invoices, purchase orders, refunds, credits, and related matters for accuracy and
thoroughness. - Maintains files of information on personnel, vendors, specifications, and costs.
- Serves as the office receptionist, answers the telephone, and relays messages receives visitors
and refers them to the proper staff. - Composes departmental correspondence and agenda materials, prepares minutes and notes and
sends them to commission members in accordance with established meeting schedules. - Gathers and organizes a variety of data related to office operations and prepares the data for
records and reports. - Establishes and maintains office filing systems to ensure the accuracy and integrity of office
operations. - Manages a variety of confidential matters regarding office issues and personnel records.
- Operates standard office and word and data processing equipment.
- Performs related duties as required.
Necessary Requirements of Work
Graduation from an accredited four-year high school or GED program (associate degree
preferred). Considerable experience in purchasing, contracting, and office administration;
considerable knowledge of software programs utilized for accounting, word processing and
database management; strong organizational, interpersonal, and decision-making skills;
dedicated attention to detail; or any equivalent combination of education and/or experience to
provide the following knowledge, abilities, and skills:
- Thorough knowledge of acceptable office management methods and practices including the
organization of files, maintenance of records, etc. - Thorough knowledge of acceptable accounting and public purchasing processes and procedures.
- Ability to make consistently accurate mathematical computations.
- Ability to express ideas clearly and concisely in verbal or written form.
- Ability to establish and maintain effective relationships with the public, vendors, contractors,
local officials, and co-workers. - Ability to effectively prioritize daily, weekly, and monthly activities and consistently meet all
established deadlines and reporting requirements. - Ability to maintain program documentation and other records in an accessible and organized
manner. - Skill in the use of commonly used software programs including database management,
spreadsheets, and word processing applications.
