Hamblen County Government is seeking a qualified and highly motivated Planner. This position will report directly to the Planning Department Manager and will be responsible for providing planning consulting and administrative services for the Hamblen County Planning Commission, Hamblen County Governing Body, Staff, and citizens at large.
Duties include:
- Assist with planning related inquiries and applications, provide monthly permitting reports, and present information and guidance to public officials, developers and their associates, or citizens at large.
- Oversee the preparation and organization of items and applications to be placed on the agendas for the Hamblen County Planning Commission, Board of Zoning Appeals, and Construction Board of Appeals.
- Organize Pre-Application meetings and coordinate with applicants and their representatives through the review process.
- Coordinate applications and review with relevant departments and agencies.
- Review applications for conformance to relevant zoning ordinances, subdivision regulations, and other rules and policies.
- Review and prepare recommendations on Site Plans, Preliminary and Final Plats, Zoning Amendments, requests to the Board of Zoning Appeals, etc.
- Maintain and update long range plans for land use, public facilities, and similar policies as needed.
- Input and manage data on the City / County GIS mapping system.
- Maintain department files and plans in accordance with Tennessee and Hamblen County records management practices, policies, and procedures.
- Assist County staff with resolution of property related issues and complaints.
- Complete special projects and perform other duties as assigned.
- Assist with the interpretation and implementation of FEMA flood maps and standards; Federal, State and Local Storm Water Control Regulations; and State Minimum construction standards.
- Supervise and assist in the county road adoption process, update the information on the pertinent maps; present this information to the Planning Commission and the County Commission.
- Ensure that the proper bond requirements are met and kept updated with contractors/ builders.
- Attend meetings pertaining to related job duties, including meetings involving the City of Morristown Urban Growth Areas and Boundaries.
- Perform any related duties as required by the Planning Commission and as requested by the County Mayor and County Commission.
Requirements
- Bachelor’s Degree (B.A., B.S.) or equivalent, or one to three years related experience and/or training.
- Willingness to study and learn Hamblen County Subdivision Regulations, Hamblen County Zoning Resolutions, Private Acts, State and Federal Water Pollution Control Laws, International Building Code Standards, Hamblen County Personnel Policy Manual, and Tennessee Code Annotated pertaining to land use and Chapter 1101 Growth Plan.
- Thorough knowledge of the principles and practices of administering and urban development programs.
- Knowledge of property development and related construction trades.
- Ability to interpret and implement subdivision regulations, zoning regulations, and updated building technical code requirements.
- Ability to accurately review and recommend corrections when necessary to surveyors’ plats, architectural and engineering type drawings, calculations, and specifications.
- Ability to communicate effectively and maintain successful long-term relationships with local, regional, and state officials, private contractors, and other pertinent stakeholders.
- Ability to plan and organize a variety of work-related assignments in an efficient manner to meet all imposed deadlines and reporting requirements.
- Skill in the operation of standard and specialized office equipment including computer terminals and software, copies, fax machines, mapping equipment, etc.
Necessary Special Requirements
- Possession of a valid TN. Driver License and the ability to be insured at standard vehicle liability rates.
- Possession of the minimum requirements of Planners as established by Tennessee Law.
