In accordance with Tennessee Code Annotated §68-211-701 (“The Jackson Law”), SEI Waste, 5027 W. Andrew Johnson Highway, Morristown, TN 37814 is requesting approval for a Class III Solid Waste Disposal Facility (Landfill) on approximately 66 acres of property located off SR 160 in the Lowland Area. The property is identified as Hamblen County Tax Map 059 Parcels 009.00 and 009.05 adjacent to an active Class I Landfill. Zoning is A1- Industrial.

Name of Proposed Landfill Operator-SEI Waste, Kenny Noah-5027 West Andrew Johnson Highway, Morristown, TN 37814 (423-438-1400).
Type of Landfill and Operation-The proposed Class III Landfill is intended for the disposal of farming waste; landscaping and lawn clearing waste; construction and demolition debris; shredded automotive tires and other similar non-hazardous solid wastes as approved by Tennessee Department of Environment and Conservation (TDEC), Division of Solid Waste Management (DWSM). All waste placement, compaction, and cover activities shall be conducted in compliance with applicable state and regulatory requirements.
Time Frame for Approval- The application is to be heard and voted on by the Hamblen County Legislative Body during the regular scheduled Commission Meeting at 5:00 p.m. on April 23, 2026 in the Large Courtroom of the Hamblen County Courthouse, 511 W. 2nd North Street, Morristown, TN 37814. Final approval of this request will be made by TDEC and a timeframe for such determination is not known.
Request for Additional Information-Interested persons may submit written comments on the proposed landfill within thirty (30) days of this public notice or such greater period as is allowed. You may contact the Hamblen County Mayor’s Office, 511 W. 2nd North Street, Morristown, TN 37814, telephone (423)-586-1931, during normal business hours. A copy of this public notice and a fact sheet shall be sent to any person who specifically requests one.
Interested persons may request in writing that the county legislative body hold a public hearing on any proposed new construction for solid waste disposal by landfilling or solid waste processing by landfilling prior to approval of such new construction. No less than fifteen (15) days in advance of a public hearing, public notice of it shall be circulated at least as widely as this notice of proposed landfill approval.
