Recovery Court – Full-Time Case Manager

Job Summary:

The Treatment Court (Recovery and Mental Health) Case Manager works under the direct supervision of the Treatment Court Coordinator. Treatment Court provides a systematic, coordinated, and interdisciplinary approach to substance abuse treatment in a non-adversarial setting. Case managers are responsible for working directly with the individuals participating in the Treatment Court programs to help identify their needs, facilitate appropriate referrals to ancillary services and provide timely reports to the Court team. The case manager provides intensive supervision and support to participants with severe substance abuse and mental health diagnosis. The Treatment Court works to enhance public safety and improve the quality of life of participants, while reducing crime, incarceration, recidivism, and providing intensive treatment to program participants.

Key Responsibilities:

  1. Participant Screening and Intake:
    • Perform initial screening of candidates for a Treatment Court program.
    • Utilize the Tennessee Recovery Assessment Scale (TN RAS), Substance Abuse Subtle Screening Inventory (SASSI), and Addiction Severity Index (ASI) to conduct comprehensive client assessments.
    • Manage the intake process for new program participants, ensuring all required documentation is in place and records are maintained.
  1. Participant Case Management:
  • Case Managers will ensure regular monitoring and updating of participant information.
  • Coordinate and conduct necessary assessments and screenings, including urine drug screens on participants of the same gender, for participants.
  • Maintain comprehensive paper and electronic records of participant activities, progress, and court-mandated directives.
  • Offer continuous case management, holding meetings with participants as necessitated by their program phase.
  • Support participants in developing life skills, including time management, job search, and accessing community resources.
  • Perform monthly home visits for eligibility and compliance.
  • Assist with transportation of participants to and from residential treatment as needed.
  • Will meet with participants as required by participant phase for ongoing case management planning.
  1. Court and Legal Coordination:
    • Log court dates, orders, and outcomes in participant files.
    • Assist with maintenance of court dockets, ensuring all information is up-to-date and accurate.
    • Attend and participate in court sessions and treatment team meetings as necessary.
  1. Program Development and Evaluation:
    • Develop and implement program evaluation tools to uphold the quality and accountability of the Treatment Court program.
    • Aid in collecting, reviewing, and evaluating program data to track participant progress and determine program effectiveness.
    • Assist in reviewing and improving treatment programs to ensure they align with participant needs and uphold high service delivery standards.
  1. Community Collaboration:
    • Work closely with community agencies, such as housing programs and medical providers, to secure necessary resources for participants.
    • Coordinate with Drug Screen Technicians to ensure accurate and timely screening of participants.
    • Explain the Treatment Court program to potential participants and interested offenders, providing detailed information about program expectations and benefits.
  1. Professional Development and Team Participation:
    • Attending relevant training sessions within the field as feasible or as provided within the scope of the Treatment Court team.
    • Be available on-call as coordinated with the Treatment Court Coordinator to address participant needs or program requirements.

Qualifications:

  • Have at least a bachelor’s degree (B.S. or B.A.) in Law Enforcement, Criminal Justice, Behavioral or Social Science, Business Administration, or a related field.
  • Knowledge of addiction, alcoholism and pharmacology and effective treatment techniques as well as treatment court programming.
  • Knowledge of community resources that offer substance abuse and mental health treatment and counseling.
  • Experience in the criminal justice system or a similar environment is preferred.
  • Interpersonal communication skills with individuals from a variety of socioeconomic backgrounds is necessary.
  • You should also be able to handle confidential information and keep detailed records using electronic systems.
  • This position is non-clinical.

Supervisory Functions:

This position does not have supervisory responsibilities.

 

Salary Range: $40,000 – $48,500 depending on experience, with full-time benefits.

Health Department – Full-time Registered Nurse 2

Registered Nurse 2: A full-time position is available at the Hamblen County Health Department. Must be currently licensed as a Registered Nurse in the State of Tennessee or hold a privilege to practice in the State of Tennessee under the Nurse Licensure Compact (NLC). A valid motor vehicle operator license may be required.

Summary: Under general supervision, is responsible for registered nursing duties of average difficulty based on a wide range of circumstances and performs related work as required. This is the working level class in the Registered Nurse sub series. The RN 2 provides registered nursing care which involves nursing assessment and diagnosis, nursing care planning, nursing care implementation/intervention, and nursing care evaluation.

Health Department – Full-Time Dentist

Clinical Dentist:  A full time position is available at the Hamblen County Health Department (county position) for a clinical dentist serving uninsured and TennCare adults and children. No weekends or on-call rotations.  Full support staff to administer scheduling, billing, and claims.

Entry salary: $11,075/month, divided into bi-monthly payments. Candidate may be eligible for loan repayment.

This position requires the clinician to administer and manage the clinical dental program; deliver quality dental services in accordance with Tennessee Department of Health Provider Practice Guidelines and the Tennessee Dental Practice Act. Direct supervision of one dental assistant.

Candidate must have good communication, organizational skills, and the ability to develop rapport with clients and community agency and organizations.  Education requirements:  Graduation from an approved school of dentistry and current license to practice dentistry in the State of Tennessee. Employment will be contingent on a background check. Dental students approaching graduation will also be considered, with employment contingent upon graduation and obtaining a state license.

County Clerk – Full-Time Deputy County Clerk

The Hamblen County Clerk office is seeking a full-time Deputy County Clerk.  This is responsible administrative and accounting work assisting with the daily operations of the Hamblen County Clerk’s office.  Activities associated with the job are customer service to automotive dealers and assisting the public with registration, licensing, and associated taxes for vehicles, RV’s, Boats, etc.  This involves issuing and collecting money for tags, plates, and titles.  Other services include marriage certificates, licenses, handicap placards, and other public records.

Minimum qualifications include graduation from high school/GED (an associates degree or related field and/or previous experience in customer services is preferred).

Starting hourly rate: $14.58 with benefits.
